HISTORY OF THE DISTRICT
The Water District known as the RAMOS WATER DISTRICT was
formed and exist on March 22, 1990, during the term of Mayor Arnulfo M.
Natividad. A Sangguniang Bayan Resolution # 15 SS 1990 was
forwarded to the LOCAL WATER UTILITIES ADMINISTRATION (LWUA) office at Manila to
conform with the requirements of Section 6 and its policy objectives as embodied
in Section 2 of Presidential Decree 768 which states that “the water district
should be deemed duly form and exist upon the date of filing.” Upon such filing,
the local government or government concerned shall loses ownership, supervision
and control or any right whatsoever over the district except as provided herein
(as amended by Section 3 PD 768. And subject to Supreme Court en banc decision
on September 13, 1991, declaring Water District as Government Owned and
Controlled Corporation, GOCC). In line with this, LWUA issued the district a
CONDITIONAL CERTIFICATE OF CONFORMANCE (CCC) No. 482 dated February 01, 1991.
RAMOS WATER DISTRICT (RWD) was created pursuant to PD 198 as amended by
PDs 768 and 1479 otherwise known as the
Provincial Water Utilities Act of 1973,
with the power vested to it by the law to attain its mandate of 100% service
coverage, within ten (10) years Program of Work (POW) of RWD submitted to LWUA
and is mandated with a mission, vision and goal of providing district residents
with a safe, adequate, potable and reliable water service at the lowest
reasonable cost and 24 hours operation.
RAMOS WATER DISTRICT (RWD) consisted of five (5) Board of Directors as
its initial set. Appointed by the Municipal Mayor, Hon.Arnulfo “Mike” Natividad
representing particular sector of community on March 28, 1990.

Just after the eruption of Mt. Pinatubo, the Government of the Federal
Republic of Germany thru LWUA has its program for the affected areas to grant
Water Facilities which consist of deepwell, pumping station, elevated steel
tank, electro mechanical equipment, generator set and pipes. RWD is so lucky to
be one of the recipient among the existing Water Districts: Concepcion Water
District, Sta.Ignacia Water District, Camiling Water District, Paniqui Water
District, Moncada Water District, and Ramos Water District.
One of the requirements of newly and duly formed Water District by LWUA
is requiring the LGU concern for an Equity of 10%. But the Municipal Mayor Hon.
Mike Natividad had not acted upon the LWUA requirement of 10% Equity.
In 1992, when Vice Mayor Hon. Gil V. Beltran assumed his office as Acting
Municipal Mayor, he reappointed another set of Board of Directors namely:

In view of the above, LWUA followed up to push through its program
because they had already invested much effort and money to finish its
feasibility studies within the Municipality of Ramos. So they informed the
Chairman of the Board and Acting General Manager to work out for the equity of
the Local Government Unit (LGU). The Acting General Manager had brought out the
problem to the Honorable Mayor Gil V. Beltran, so through the generosity and
willingness to help its constituents, the Honorable Mayor had acted upon the
LWUA requirements for an equity without hesitation. Hon.Mayor Gil V. Beltran
with the Sangguniang Bayan Members had donated a portion of the Municipal
Building lot where the project was constructed. And so the Acting General
Manager/ S.B. Secretary Thomas Locquiao and our beloved Mayor had continuously
work out for the other paper requirements for the realization of the project.
The Board of Directors with the presence of the LWUA Management Advisor,
Engr. Mario Dimagiba had appointed the Chairman of the Board, Mr. Fromencio M.
Jonatas as the full time General
Manager of the Ramos Water District. RWD Board of Directors had formulated and
file a loan to LWUA for project implementation and operation.
On August 1995, the Contractor KFW/HAAS Consult had finished the project
granted by the German Government and turn-over the project to the new management
of Ramos Water District on February 01, 1996.
During the term of Hon. Mayor Teotimo F. Tangonan, the incumbent mayor
during the year 1996, had appointed the new set of Board of Directors:

LWUA loan was granted and project was fully implemented on October 04,
1996, commences the full operation of the District, up to present.
Expiration of terms of Board of Directors had lapse, the Municipal Mayor
Hon. Gil B. Beltran appointed and reappointed some qualified person from their
respective sectors. Regular terms of office of Board of Directors is six (6)
years and will expire every December 31st of each even numbered year.

On October 27, 2007, upon the retirement of the General Manager Mr.
Fromencio M. Jonatas, the Board of Directors appointed the new General Manager
of Ramos Water District: Mr. Manuel E. Macaraeg (Vice-chairman of the Board).
And as
of December 31, 2012 the District has two (2) existing pumping stations which
serve eleven (11) barangays with 2,184 total active service connections. And
during this year Ramos Water District was composed of the following Board of
